Idle surging AND stalling (longish)

Recently i have been experencing two types of idle issues with my 98 SE vert. I believe they might be two separate problems. They both began appearing about the same time. Sometimes when I'm stopped my idle is too high, around 2,000rpm. Other times it feels it want to stall. When I'm completely stopped and putting the top up or down the engine stalls every time. I have searched previous posts about these symptions. Some posts describe the stalling and attribute it to a faulty evap purge valve especially shortly after fill up, while others describe the surging and attribute it to sticking IAC valve. I haven't found any posts desribing both problems. Also there are no stored codes and the vechile runs fine otherwise.
Is this two separate problems with the IAC and evap or are they can they both be due to the IAC? I have a feeling the might be the IAC since they both appeared around the same time and the stalling doesn't seem to be affected by fuel level.
Any ideas?
