Saab changed the integrated system for the CD changer in the 2000 model year (although there have been reports that the new system was also in some late 1999 cars). The new system used a Pioneer changer and is designed to be electronically "married" to the head unit using the Tech II diagnostic tool that plugs in to the 9-3's OBD system.
The Pioneer changer usually goes for around $500 new, but if you keep your eyes open on the Saabnet classifieds (or eBay) you can sometimes find a used one at a better price. Just be sure if you buy a used one that the previous owner had a dealer or indy Saab technician "divorce" the changer from the original 9-3 before it was removed. If this step is not done, it is a lot more tricky to get it to work in your 9-3. If it has been properly "divorced", then any Saab dealer or indy Saab technician with a Tech II can "marry" it to your 9-3 and you are good to go.
I bought a used one for my 2000 9-3 back in late 2000 and it has been running great every since.
