One is the use of alcohol in gasoline, that is "E10". The use of 10% alcohol in gasoline (very prevalent in the winter months as a smog control) cuts the MPG by 5-10%.
Almost as bad is the extra time need to bring a cold engine up to optimum operating temperature. Obviously warm up takes longer in the winter months, reducing MPG further and is most noticeable on short city trips.
For the record my 1998 900SET with 104,000 miles gets 16 MPG city in winter and 18 MPG city in summer over the same 7-mile commute to work.
