Is there resistance at the lever? There is a cable that is activated by the lever that disengages the "catch" near the knobs.
Perhaps the cable has broken, the cable ends have detached, or there is debris in the way of releasing the bottom lever or allowing the seat back to move.
My guess is that if you don't have resistance then it is a cable issue. If you do have resistance it is a mechanism issue. I don't remember if the mechanism is on the outside of the seat or in between the rails requiring you to pull the seat out to examine. Locate the mechanism and throw some lube in there and work it in well.
if you had electric seats there would be the added seat back motor that might be contributing.
