In 2008, a member -- bill h -- posted the solution below. I have the same problem and will attempt his fix this weekend.
'Slow or no retracting seatbelt - by removal of the B pillar interior trim I was able to find the problem...a small spring steel coil had popped out of its resting place just below where the seatbelt enters the B pillar, just enough so it creates tension and drag. Set it back in its resting place and all is fine, good as new.'
'I should mention this also. You could benefit from removing the top and bottom B pillar covers and cleaning out the rectangular guides as they collect gunk ad dirt over the years and cause drag. I sprayed a little McLube DriLube (West Marine)on them and the belt after cleaning everything. Just remember to remove the front sill plate, move front seat all the way forward for access to B pillar, pull back a bit of weather strip at the front and back doors in the vicinity of the B pillar. Carefully pry at the four tabs to remove top section, let hang...bottom piece of B pillar trim must be pulled up about an inch vertically and it will come out for access to the bottom of the B pillar. You should not have to remove anything else. Some speak of removing seats, reel spool, pyrotechnic charge cylinder...you dont need to do any of this to clean things up.'
