If it's leaking oil out from the inside of the damper, there is no fix other than replacing the whole thing. If you're talking about water coming up through the opening, copious amounts of silicone sealant will be your friend.
You can get the shock to stop spinning by putting a wrench on the top which should have flats. If you have some cheap aftermarket that does not have flats, you need to grip the threaded rod GENTLY with some pliers.
