That makes sense. 3.0 bar = 43.5 psi
Once the engine is idling, the manifold pressure is way below atmospheric, and the FPR will follow 3.0 bar above the manifold pressure.
25 psi is less than 2 bar, implying that the manifold pressure is below zero absolute, which can't be...
Could be a clogged fuel filter or a bad FPR.
