would worn rotor/pad cause scraping turning right only?

I started getting an unsteady metallic scraping sound that sometimes ends in a fast "zip" squeak sound, from the front right wheel, and only when turning right at about a 1-2 o'clock position on the steering wheel, and then a bit more scraping when getting close to having the wheel turned all the way.
It will sometimes even completely stop happening for a while (until making more right hand turns) after applying the brakes or turning left, I've also noticed it likes to occur going up hills depending on how fast or sharply i've turned onto the hill, and it usually can be stopped by wiggling the steering left and right and straightening out.
I've read about the dust shield potentially making contact with the rotor when turning, and also about stuck debris, I'm just curious if this sound could be related to the actual pads or rotors, because I know that I'm in need of both replaced (probably, there is quite a noticeable lip on the rotors) and I get a squealing metal sound from the front right at low speeds when braking if everything has heated up after being stuck in traffic etc..
any suggestions are welcome, I will likely raise it up just enough to get the wheel off / turn it, using the annoying jack that came with the car, but I'm not totally sure what to look for. I'd like to resolve this sound until I can get it taken in to have the brakes changed (or maybe do that myself, but i'm an absolute novice)
