It's a well known fact that the 96-98 non turbo 900 (together with many other car brands) have problems setting readiness, that's why they let the car pass here in CA at a referee station and sometimes, they even include a waiver software in the smog program so when the smog station check for readiness, the car pass due to the waiver.
It is not much to do except making sure the coolant thermostat and cooling system is working properly, the oxygen sensors are new and that the EVAP system is solid.
If you don't get any fault codes after 100s of miles of driving, it means that at least, you don't have an obvious fault anywhere but it could still be a lazy oxygen sensor or coolant thermostat if not replaced recently.
I can drive these cars using the Saab Tech 2 until the car is declared ready but when I hook up a generic scanner, it is still 3-5 things that are not ready and that's where the smog station computer is looking.
So it is kind of two layers of programs inside the cars ECU, one that the Tech 2 looks at and one for the smog station, crazy I know but try to complain to Saab about it.
