The BPC is most often known to fail by getting stuck. When this happens you'll either be stuck in base boost or uncontrolled boost. The easiest way to find out if this is your problem would be to remove the BPC and blow through the charge air port. The default position of the BPC should allow pressure to escape through the low pressure port, I believe it's designated "R." If the valve is stuck, the pressure will escape through the port that feeds the wastegate actuator. If it isn't your BPC there are a few other problems that cause the system to revert to base boost, but you'll probably have to search the board and read through some posts to find that answer.
