If you look in the engine compartment fuse box, there is an orange relay that does controls the headlight circuits. If that relay is faulty, it can cause the headlights to fail even though the bulbs and wiring are fine. Some people have had luck with just cleaning the contacts on the relay, or with taking the relay apart and re-soldering all of the internals. Since the problem started out intermittent and became full time, it sounds like the relay could be the cause.
