Yes, this is a typical place for these cars to rust. My '01 also had a rust problem here. I had a body shop fix this last December, with a similar mindset to get it taken care of before it got worse as I plan to keep the car for many more years. At the time I had it fixed, I considered it minor as the paint was starting to bubble up and you could tell it was beginning to rust underneath. The body shop actually considered it pretty far along, any further and they would consider it not worth the high cost to repair.
I had both sides done: sand blasted, minor weld filling, sanded, primed, painted, clear coated, etc. It cost about $800. If they needed to weld in sheet metal patches, it would have been $100-$150 more. The place I took it to has a very good local reputation and does collision work regularly on European cars, in business for 30+ years. They are in central CT, the labor rates here are higher than average here. It came out looking like new.
The problem with rust is that it tends to come back if you don't get all of the affected metal removed. It can be a crap shoot. In fact one of my repaired areas is starting to rust again now. Fortunately, my body shop guaranteed their work and will be redo-ing this area once again in a couple weeks. I am hoping the second time around will take care of it for good.
