There is a threaded adjuster in the e-brake cable... Mine is located about 2 feet behind the e-brake handle.
If the problem is just a stretched cable, then this adjustment should work for you. If there is a difference between the right and left wheel braking, then you may need to adjust the e-brake shoes using the traditional 'star wheel' adjuster.
