1. The price itself is reasonable for the work involved. I had this done on my former 2000 9-5 and it ended up being a few hours; 9-3's apparently take a little longer.
2. 9-3's are known for being sludge-free. Based upon that, I wouldn't spend the money dropping the sump, as long as you're certain that oil and filter changes were done regularly.
3. Your car is 10 years old. Based upon that alone I would spend the few hundred dollars inspecting and replacing rubber hoses. After six years of age (regardless of mileage) rubber dries out and is prone to rupture. Go over the cooling system and all vacuum hoses....checking for cracks and softness.
4. Regardless of mileage, tires should be replaced if they are more than six years old since date of manufacture (marked on the tire).
