Have you tested the expansion tank pressure cap? A bad pressure cap significantly lowers the boiling point of the coolant. I believe the Saab NG900 expansion tank pressure cap is rated at 1.4-1.5 bar or 20-lbs.
Each pound of cap pressure raises the boiling point of the coolant 3.25F-degrees X cap pressure. For example, using a 20-lb. pressure cap raises the boiling point of the coolant by 65F-degrees.
