If the car bounces just a bit during a rollover - which they usually do - the frame will have to hold a lot more than the weight of the car. Most likely it'll have to hold a few times the weight. I'm not convinced it is strong enough for that.
IIRC, US rollover requirements for fixed-roof cars are 1.5 times weight at the corner of A-Pillar and roof, which the convertible doesn't have (and therefore the rules for convertibles might be different).
Either way, I would rather drive an OG 9-3 Convertible than an older Mazda Miata without roll bars. But in all honesty, I would not feel too safe in either.
