Brake pedal not returning

2000 9-3 base 5 dr auto, 105k miles...
My brakes system has some problems since I changed the pads and rotors. Change went fine. Did not open the system, so no bleed was necessary.
Problem #1: After applying brakes, the car seems to still be slowing down for a few seconds like a caliper is dragging. Sometimes it is more than a few seconds.
Problem #2: The brake pedal does not return all the way and therefore cruise control does not work.
I can pull the brake pedal out with my toe and the car rolls freely and the cruise works. The brake pedal feels completely normal and I have full braking power.
I put the car on blocks to check for dragging calipers. With engine OFF, the brake will stop the wheels and there is no drag. With engine RUNNING, there is drag and the pedal issue. The return spring has plenty of pull when the car is off, and also if I just push the pedal slightly.
What could be the problem that causes a brake pedal to not return all the way? Could it be a MC failure? Sticking MC piston, problem with booster? Any help would be appreciated. Thank you, Sandor
