Here's the deal: the 9-3 and 9-5 use the same fog light assembly. The only difference between the two models is a rubber bracket that helps anchor the outer edge of the fog light. This bracket cost roughly $3 at site sponsors the last time I checked, but I was actually able to mount complete 9-5 fog lights on my '01 9-3 using the brackets they came with. I just played around with them until I was able to slide them into the metal bumper support.
The other side of the issue is the model year. For '99-'00, the fog lights also have a "cornering light" that illuminates when the turn signals are on. This was dropped starting in '01, so even though my fog lights came from a '99, my car lacks the wiring for this feature. If you don't care about it, you could mount '01+ fogs on your '00 and just zip-tie the wiring out of the way.
