Some rubber bushings incorporate a metal sleeve in the inside diameter of the bushing to prevent the bushing from being compressed too much (i.e. turned into a rubber washer).
Could this be what you are seeing? If so, any new upper shock mounting bushing should be an acceptable replacement.
