The tensioner? Goodness no. It's well made of aluminum with some sort of steel spring and it's just not going to be very willing to wear out. I just replaced the one on my most recent Saab at 110K. Why? Because I broke it (don't ask), not because it wore out. As for the pulley, you might as well. In the old days they often wore out, even before the belt, and thus the tradition was born of always replacing the pulleys at 60K or so. I've done this on all the Saabs I've owned but recently I've wondered why. Every one I've pulled off was in excellent shape. But it's tradition!
One tip - to replace the pulley it's often easier to remove the tensioner and then work on it at a bench. Tensioner is held on by only one hex head nut (6mm if memory serves).
