On a 99 it could be a sensor or a wiring crimp. Your car doesn't have traction control and the cruise control is a seperate unit unlike the 2000 and up 9-3s unless it's a Viggen. You need to visually inspect the senors and as much of the wiring as you can see. If you don't find anything obvious you will need to have the codes read.
