I had a similar problem on my '00 9-3. If your's is an automatic, you might have a faulty neutral safety switch which is located on top of the tranny where the gear selector shifter attaches (out in the engine bay toward the front of the car).
My symptoms were full power to all accessories, but no cranking. Like a dead starter solenoid. Not even an audible click when I turned the key. Problem was intermittent. Worse after the car warmed up, went away after sitting for a few hours.
Dealer (VOB Saab in MD) couldn't find the problem. Charged me $215 to tighten the cable on the starter motor and install a new battery.
Figured out through this site what it might be, ordered it from eEuroparts (http://www.eeuroparts.com/Main/PartDetail.aspx?id=5256052) and installed it in about 2 hours. (PITA, but doable for the average shadetree guy)
I have not had the problem come back. Not even once.
