Vert Toneau Blocks Trunk

My '99 Convertible top mechanism hit obstruction while being operated yesterday. The toneau cover can be freely opened and closed. It seems to be in a position that is slightly behind where it is supposed to be (or is that due to not being locked down?), consequently is blocking the trunk from being opened more than an inch or so. That prevents me from opening the trunk and checking the shear pin. Is there anyway I can manually lock down the toneau cover to where it belongs? so that the trunk can open and the two metal hook eyes on the 5th bow can align correctly with the holes on the toneau.
I have turned the little T-bar valve under the grommet, but I still can not lock down either toneau cover or the 5th bow. The front (center) latch can be locked down but the two front corners would be ajar, so I'm afraid of deforming the front end of the top. Thanks in advance.
