Best upgrade while you have the turbo out is the 'King Cobra' intake pipe sold by GS. This is the stock 260HP intake pipe on the 9.5 Aero modified with the proper Viggen fittings. You will also have to get your turbo's intake housing machined to make room for this pipe. GS offers this service.

AS for the rebuild, there are many near local rebuilders most of which specialize in truck turbos. Another option is to buy the core and install it yourself. It comes pre balanced with all seals installed all you need to do is install the two housings. Easier than it sounds but quite doable. All you need is BIG circlip pliers and a digital camera to ensure you get the housings properly oriented.
