I haven't seen the dust boots available separately, but yes you can replace only the boots if you desired. However, the boots are the hardest part to replace, everything else is easy. To be honest, I don't think honing the cylinder is necessary; there was still cross hatching on mine, and the pistons showed no signs of contact (they looked as polished as a new crank journal). I got the kits at eeuroparts for about $37 per side, but you can get an unknown brand for about $15 per side at thesaabsite.com. Probably just as good as what I got, but I didn't like not knowing what brand it would be.
And to answer your question, I decided to do the rebuild because I have never had much faith in the rebuilt units I have bought in the past, and having done much more difficult jobs, I didn't see a good reason to spend more money to have someone else do it.
