Oil leaks/Coolant loss

2000 9-3 SE 'vert, automatic 100K.
I had a low coolant warning, so I topped it up. When I changed my oil, I noticed a fine covering of oil on the oil filter and in that area, drips of oil and a fine coating under the radiator area, and a few other drips.
Also, when I changed my plugs there was a little oil in the #4 plug socket and on the top of the threads of the plug.
No oil in coolant or vice versa.
Does this sound like I need to re-torque the head bolts and change the valve cover gasket, or something else? Is the head bolt job as easy as it seems?
