Repairing typical rust at wheel well panel juncture

1999 9-3 5-door in midnight blue. I have the typical rust on the leading rear wheel well edge where the panels meet. As it’s a 13 year old car with 13 years of parking lot door dings, etc, I’m looking to repair / stop the rust relatively quick, inexpensively & at least ok looking.
What I am thinking is as the black trim does not quite go back to the wheel well, & since my car has dark paint, to visually continue that trim line back to the wheel well. I am planning on sanding out the rust, tape off the trim and tape off the section going back to the wheel well, then paint that small section with some Rustoleum Rust Reformer black primer I have from re-working some outdoor metal chairs. Quick internet reading shows some people prefer Permatex Rust Treatment.
Thoughts? Other suggestions?
