Help troubleshooting: surging rpm/turbo when boosting

Hi. Can someone with more experience than me help troubleshoot this.
first things first: 1999 9-3 SE 160,000mi.

Okay, so first gear, is all RPM no turbo it seems. Meaning: as i push accelerator smoothly, I do accelerate, to a point, which tapers off, even as i give it more gas, after a point, I don't go any faster (20mph) in 1st, just increase RPM, let's say to 4000, but turbo stays in the white.

2nd gear: boosting smoothly gets rpm AND turbo going, at that point i might feel the "pull" of the turbo around 3000 rpm, at that point it sound like it sharply picks up (event though i'm accerating smoothly, suddenly the rpm and turbo seem to shoot up)...

3rd gear: this is the most dramatic. if i keep it safe. keep it granny style, and just smoothly keep the rpm low and soft and quiet, it's fine, but let's say, i push it... either from wanting to pass, or to go uphill or just to test wtf is going on here? and sure enough there is a really sharp curve (skyrocket) upwards after 3000 rpm... if you're musical, it's like an octave jump in the engine/turbo sound around 3000-3500 rpm... going along fast, push it a bit more and zoom! rpm and turbo go way up.

And now, today, I have a CEL.

I can try to get the code read by a generic OBD2 scanner, but seriously, what is wrong here?

I just replaced the easier 3 of 4 vacuum tubes. But that didn't change much. One of them by the way, the one to the BPV bypass valve (the longest of the 4 hoses) was totally completely deteriorated when i found it and changed it. but why NOW the cel with new hoses, why not before when that hose was toast?

i believe the new hoses didn't change much about this boost/rpm relationship thing, but not sure.

what do you thing is going on here click and clack?
