I picked up a 2002 9-3 this past winter after 17 years of c900s...
don't get me wrong regarding the c900: I still got both of mine, and love driving a 900 more than the more-pedestrian 9-3. THe 9-3 works better for kid seats, sitting in traffic, boring 2nd gear commutes, etc...
But alas, she's (the 9-3) is a lot better for road trips with passengers, AC, and other creature comforts that the 900 avoids.
I'd stick with the last model 2002...it just has to be the most refined model compared to the 94-98og or earlier 9-3s. But if you got your eye on a 99, go for it if its nice.
