I suspect you are talking about the flex joint right after the spin flange up at turbo charger?
It's ballshaped kind of and have a braided mesh netting holding it together.
All depending on your States laws regarding welding exhaust pipes and catalytic converters a shop might or might not be willing to cut out and replace the flexjoint itself.
Technically, it is not really the catalytic converter since that one starts further down but as what Saab says, that flex joint, spin flange and catalytic converter is all one piece/one part number so that's why some shops might have a problem doing any weld repairs on it.
A regular old fashioned muffler shop should be able to source a flex joint and weld it in but it might not be legal in your State?
