Brakes not all they should be.

The car is the '99 9-3 SE younger daughter drives when she's home. Car only sees a few thousand miels a year, has 171K on it at the moment. I put new pads and rotors all around last fall. The front pads and rotors were from AutoZone as my budget was thin when the job needed to be done.
The brakes stop the car ok, and the ABS comes in if I nail the brakes hard. The car stops straight, no pull. But the pedal pressure needed is fairly high. Mostly, there just isn't a lot of initial bite, but it's better If the pads are warmed up after several stops in close succession. Pumping doesn't make a difference (no sponginess) and the pedal is normal firm, but not hard. The brakes seemed OK when I did the work, but the car hasn't been used much since February.
I do need to flush the fluid, but the only thing I come up with is that the pads just aren't all that great, or are possibly glazed.
Any thoughts from the brain trust?
