Based on your budget, No Snaab's advice is right on. I'd go for the best car in terms of condition for the money regardless of non-need features, (I'd love a 2002+ 9-5 Aero Wagon, but for the same money I might go for a much lower milage, better condition base 9-3 regardless the number of doors). I'd add two things:
One if you find a reprenetative or figure out an example 9-3 and 9-5 in your price range you might want to call your insurance agent and see if there is a difference in premium and check if a difference in premium across the levels, (so for a 9-5 a base vs. Aero, or a 9-3 base vs HOT, etc).
Two, you didn't mention which engine you had or if you could strip the 900 for some parts, what the insurance buy back was, etc.... If you can get spare parts "cheap" you might want to and that could help decide what you are looking for... especially if you had the turbo T-5 that is in the '99 9-3. I don't know all the overlapping parts, (sites like Eeuroparts show all the models a part fits in), but you may want to looks at DIC & plugs, AIC, EVAP valve, PCV BPC BOV EVAP valves, CPS, ABS brake controller, fuses, relays, bulbs, antenna if working, wipers, air & cabin filters, trunk privacy cover, SID, radio, power window regulators, the power window control pack, knobs especially manual A/C, fan resistor pack, as much of the exhaust system you can get, wheels and tires especially if good tread left or in the snow belt for a winter tires. If really ambtious (and perhaps dependent on when last replaced) the exhaust system, fuel pump, turbo, fuel pump, starter, alterator, waterpump, A/C compressor, any internal T-5 part a T-7 tuner would be interested in, theromstat, coolant lines especially the upper radiator hose, suspension components, steering rack, other major brake components. Oh, hell, just pull the engine and transmission... you get the point... if you don't have a lot of room I'd go for the must have to keep on the road stuff balanced by likelyhood to need replacing with cost density (i.e. how expensive to it size... like certain metal fluid lines are super expensive, as is the BPC valve), and if rebuilts are available (such as the A/C compressor in the 1999 9-3 is not rebuildable). And throw in a factor what things could be kept in the car, "rare" to a non Saab tech & easily changed on the side of the road (like a DIC). Heck some parts you likely would not need you could just sell like light housings... others you could have fun with (see the posts on turning the front seats into a desk chair).
