I have had the same situation for an year now on my 01'93SEHot. I have replaced the Temp Sensor with no avail along with a whole slew of replacement parts (vacuum lines, CPS, Thermastat, Purge Valve, fuel pump, etc.) My indy Tech told me it is probably the Throttle Body, which is original with 195K. For cold starts I put it in drive or reverse until the temp gauge passes the solid mark (1/8", then the idle is perfect at 900K. Once, I ever get around to replacing the TB, it should go away. Let me know your prognosis . Good Luck.
