What controls the speed of air coming through the vents

Hello everyone,
I have a '99 Viggen with ACC and the air coming from the heater unit does not blow hard anymore and I forgot what controls that. Is it the blower motor, fan speed controller, or some type of electrical issue?
It increases very little to an average speed but it doesn't blow hard at the highest setting like it used to and the car takes forever to heat up. Please let me know what this is as I am drawing a blank.
