To save running through a box of fuses, jumper in a 12 volt lamp instead of a fuse. Instead of a fuse blowing, the lamp will come on full brightness. If you're crafty, you can rig a dummy fuse with leads to the lamp and plug it in place of the fuse.
You can do this with and without the motor plugged in. And if you decide to power the motor directly by a battery to test it, it would be safer to use this in series with the motor to providing fusing and a visual indicator for your test.
Hi-fi and guitar amp techs call this a dim bulb tester.
