As Roger says, even if it ends up being too much to fix with the engine, you could part it out for more than the $500 selling price, so probably worth it on the chance that it can be made a daily driver without too much investment.
If it is smoking, then yes, you may be looking at a turbo replacement, head bolt retorquing, up to perhaps more engine work. The one issue with the 2000-2002 9-3 models was the potential of sludging if there were not frequent oil changes. The PCV-6 service bulletin fix that Roger mentioned is a must if it is not already done as this was supposed to address the sludging issue. Then the other thing to do to check for sludge is to drop the oil pan and check for signs of sludge. But at $500 for the car, if the electrical and mechanical parts are in good shape, you could probably find another engine in decent shape to have put in the car and still get a lot of miles out of this 9-3.
For comparison purposes, I have 2000 9-3 (base model) that I bought new and that now has 219,000 miles on the original engine. Over time, certain things worn out and had to be replaced (e.g., manual clutch, water pump, radiator, CV joints, rebuild/repair of ABS controller, etc.), but most of those have been in the last 50,000 miles (and long after the car was paid for). It is a fun, safe car to drive and pretty durable. I plan to keep running it until it is unreliable for long trips.
