Increased max boost (long)

on my Abbottized 9-3 LPT. When I had the ECU reprogrammed, I installed a rerated actuator at 0.9 bar -the car had no solenoid valve.
Anyway, I went to my mechanic a few days ago and started whining about the fact that while fuel cutoff on the ECU was set to 1.1 bar, I was only running 0.9. He recommended installing the solenoid valve instead of increasing boost via the actuator.
As some of you may remember, I was worried that the ECU would not have the proper programming to make the solenoid work or that I would have to reduce the wastegate setting and be forced to give up spoolup time and compromise 1st and 2nd gear.
So, I went to the shop and the guy plugged in the solenoid valve. He then cranked down the wastegate a bunch of turns to get the setting to 0.8 bar.
After plugging in the boost gauge we went for a test run.
On a straight road with a very slight downward incline and full throttle in third the gauge showed a maximum of 0.94 bar.
We made a U-turn and went back the other way with a slight incline. Boost in third went up to 0.97. We stopped, waited for traffic to pass and started again. This time boost in third went up to 0.99 bar. Shifting into fourth and fifth at full throttle, the gauge became pegged at 1 bar all the time. It was a hot day, on a cool day boost should go right up to 1.1 bar
Is this behavior normal? How come the gauge reading progressively increased on the runs and stopped at 1 bar?
I always have the fear that the BPC will become detuned or the Trionic will get angry and my car will have only base boost of 0.8 bar
