It is a little bit confusing from the picture and description but it pretty much turns the system into what ALL old 900/9000 looked like with the turbo bypass valve system.
So the yellow hose also gets removed and you use that vacuum port to hook the green hose up to which is full intake manifold vacuum. No need to cap the vacuum solenoid since it will be dormant. You only keep it hooked up electronically so that it doesn't trigger a fault code.
It sounds strange that the code keeps coming back since it is usually such an easy code to fix with either replacing a broken vacuum hose or bad bypass valve. I wonder if you got all hoses hooked up to correct places and that the vacuum valve receives power and ground when it should?
