That adjuster is under the center of the car, in the tunnel where the exhaust pipe runs, just aft of where the rear of the emergency brake lever would be if you could see it from under the car.
Adjust the nut in the center tighter to tighten the adjustment.
You're actually supposed to adjust the brake shoes at each wheel first, but adjusting the cable usually works as well if everything is working properly. Also, the cables often rust into place (what John was referring to) where the inner cable exits the outer casing just ahead of the rear axle on each side. As they rust more and more, the brake becomes ineffective or fails to release. It's worth checking before you do the adjustment.
