It sounds like it could be a linkage issue, not fluid levels. My 9-3 had trouble getting into 1st and 2nd after my new clutch was installed last year. I finally got around to adjusting the linkage, which solved 1st and 2nd. It sticks on occasion getting into 5th now.
Checking the fluid on a manual isn't that easy.
