IMO there's two separate schools of thought on preventative maintenance; replacing parts before they fail, and maintenance to prolong the life of parts (when applicable). For example, I consider checking and adjusting your alignment a form of preventive maintenance because it ensures longer life of your tires, ball joints, wheel bearings, and tie rod ends.
For something like a fuel pump that could last anywhere from say 90-200k miles, I would just consider replacing it an unnecessary expense. Replacing it does not prolong the life of anything else, and it may only be through 1/3 of its life for all we know.
