It's possible that the chrome-plated plastic reflector has come loose from the adjustment mechanism. I've had one or two pop loose over the years, and that prevents you from being able to adjust the headlight. I'd take the entire headlight assembly out of the car, which is very easy (only three screws total), pop the lens clips off, remove the lens, and see what you can see in there. By now the insides of your lenses are probably fairly dirty, so clean those off while you're in there, but be very careful with the chrome plating on the reflector. It comes off very easily when it's this old.
