There is another option: the classic Saab 900 front license plate bracket was a dual purpose bracket which allowed both American and European plates. Unfortunately, this is an ugly bracket for a European plate; however is you remove the lower part of the plate bracket it becomes the perfect mount for a Euro plate. I am using this option on my wife's Viggen to hold the "VIGGEN" license signage available from Genuine Saab. I bent the lower sheet metal to a 90 degree right angle and cut it so that I created an 1/8 inch lip to add stiffness. The rest of the bracket has this lip already "pressed in". This gives you a very durable and stiff mounting "plate" exactly the size you need. Plus its a Saab OE part and the pressed inward mounting holes match the holes in the 9-3 Bumper...this spaces the bracket about 1/6 inch off the bumper "skin" which saves the paint. I don't recall if the other option rests against the paint or not.
