Try re-seating the cruise control fuse by working it back and forth a couple of times. The problem I was having was that I would have to turn the cruise control on and off 3 or 4 times before it would kick in. It works the first try now.
If that doesn't work then I would disassemble the cruise control switch and spray the contacts with electrical contact cleaner. I always first disconnect the battery and wait about 10 minutes before messing with anything electrical around the steering wheel, as an added precaution preventing the airbag from going off.
