Help!? Climate Control Blower stuck in low!

Yesterday morning (and a cool one at that) I noticed that the air coming from the vents in my 96 900 SET was very faint, no matter what setting I tried on the ACC, including HI and LO.
I have made the following inspections:
Blower motor: I accessed in through the windshield cowling under the cabin air filter (by the way, I ignored the replacement interval on this and regret it. If my lungs look anything like that filter I'm in trouble....to anyone thinking of skipping this, I'd REALLY recommend you look at it before making that decision. but back to the problem). Turns out that the blower is spinning, but at a very low speed. The bushings look good, and silicone to the armature didn't help. I have 12V on the positive side, and as soon as I put the negative side to full ground, the blower kicks up to high....so I'm thinking that's fine.
I've no blown fuses.
I can't seem to find a mechanical relay or potentiometer of any sort connected to this system.
Has anyone had this problem before? does this require the (expensive) replacement of the ACC control unit? Any help would be greatly appreciated by both me and my checking account!
