You really don't have to remove the liner, so long as you have a little patience and a flexible hand. I worked my way up under the liner from the floor with my hand - you have to distort the liner a bit, but it is flexible and will give a bit. Others will suggest that you make a knife cut in the liner to get at the cord, but it is really not necessary. However, when you do find the cord, note that it will be tied up with a plastic cord that has to be either cut or broken. Be careful you don't slash the cord as well.
