First of all... HOW are you trying to remove the bumper?? I hope you realize that you can't just take the outer skin off without removing the supporting aluminum bar. They're both attached pretty firmly.
To PROPERLY remove the bumper you need to first remove the black plastic moulding at the rear of the trunk. Remove the screws at each of the cargo hooks then just pull it straight up. Next there will be four sets of screws (two at each end) underneath the moulding. Those are what is holding the rear bumper on. Finally, you need to pry the edges of the bumpers away at the wheelwells. There is no "easy" fix to this job. Dealers would probably charge you at least an hour or two of labor.
Once you have the bumpers off it's clear how the bumper strips are attached with tension springs. They SOMETIMES can be reattached without completely removing the bumpers but unless you know what to expect back there you're working blind. Do the job right the first time or else the chrome strips will fall off.
