To recap my problem, I had the "Front Headlamp Failure" on the SID, and no low beams. High beams worked fine. I'm not an automobile electrician, but the probability of both low beams going at one time seemed remote, so I turned my attention to the low beam relay.
I switched the gray high and low beam relays (gray in color) in the fuse box under the hood (driver's side back by firewall), but the low beams still did not work, which told me it wasn't the relay. Then removed and reseated Lamp Control (Orange in color), but that did not fix the problem. I had power at the head lamps for the low beam side (yellow wire), but no light and the bulbs looked fine, which made me think it could be a grounding problem. I reseated both head lamp connectors one at a time, but that did not help. Removed both at the same time, and then reseated them, and the low beams worked!! However, once I turned the ignition off and then back on, only the passenger side worked!! I switched bulbs between passenger and driver side and neither worked!!
I removed the Lamp Control, popped off the orange cover and inspected the solder joints as someone else on this website recommended (Fred Davis, 25 Oct 1998). The solder joints looked OK. So, I was resigned to buying a new Lamp Control ($117), but decided to try one last "cheap" alternative and replaced both head lamp bulbs at the same time. Low and high beams now work!!! Bulbs cost $9.00 each at Trax Auto.
I don't know if I burned the bulbs out in my troubleshooting, or there is some bizarre grounding arrangement that requires you to remove and replace both bulbs at the same time. I am keeping my fingers crossed that this problem is not the beginning of a string of electrical problems that I have read about on this website.
