There was a post last fall on this subject. A guy had taken his US spec Saab to europe and needed to get the vehicle to conform to european security specs.
If your Saab was built for the market in which you intend to use it, I would expect that it would conform.
Guessing a bit about where you are etc.
The Saabs do have a good immobiliser as some have found out the hard way when they have lost their remotes.
