I would start with the suspension.... I would go for new shocks - probably Koni Sport Adjustables; and while they did the shocks, upgrade the front suspension bushings to polyurethane and check all the suspension bolts for tightness.
Your total cost for this will be about $1000-$1200 at an good independent Saab shop. The results will be a much improved steering response and ride control.
From that point you may want new tires, or possibly tires and rims in 16" size. That would be another $500-$1000 or so from Tire Rack.
